Is this a "normal" trait? I'd love a long hair!

I know the breeder and none of the litter was that way. The sire was "borrowed" and usually and F1 breeder so this is the only F4 cross. It produced some pretty F4 which the breeder ended up petting out all of them unfortunately. I held Bart at a show and he has a really silky coat as well. The breeder has since stopped breeding savannahs.
